I think that it would be fun to bring a bunch of older, saggy breasted women to a place like that and have them all go topless :D

That's interesting. The majority of women I have reliable information from on this matter (much to my surprise) would be happy with this policy. About a quarter of them would (at least if they felt safe, admittedly a big if) apparently accept the drinks, and two thirds of them would appreciate the view. Almost everyone seems to agree that men should keep their shirts on, unless specifically invited.

(The sample size is only about 30. This is not a conversation I have with everyone.)
