Name that short story.

I'm trying to remember the name and author of a short story I read years ago. It takes place somewhere outside our solar system (I think its in some sort of space station). The main character is from Earth, which is a new member of some sort of interstellar federation, and is at the lowest possible point on the totem pole.

The only claim to fame that Earth has is that it has produced an 'Ethical' a person who is competent to adjudicate disputes between aliens with vastly differing philosophical and legal systems. Most planets never produce an Ethical, and doing so is considered a major coup.

Sound familiar to anyone?

I don't remember the title and author, but I read the story. I recall that the description of the 'Ethical' was "The Ethical Absolute".
