_sps_ and I don't manage to get the funding to build NWO, then it will inevitably happen anyway, built out of bits and pieces and slowly evolving out of the existing net chaos. We just don't want to wait the 10 to 15 years that will take to happen. Anyway, another necessary piece has just shown up: a primitive version of first class users.
