So then what? Is the idea to somehow obtain the addresses of the downloaders in order to catch them? Printing out every possible IP address was pretty amusing and I understood that, but pardon me while I wipe the drool off of my chin.

OK, duh, you've just made them download about a 64 GB or so file (4 billion IP address times 16 or 17 characters per line (including possible newlines)) of the obvious, while we sit back and laugh at the idiots who wasted their time... wiping drool off of chin...
So why's the file only 1120 megabytes when there should be (2^8)^4 = 2^32 = 4 Gig IP addresses at 15 to 17 characters per line? Or should I get a life?

Its probably zipped. 64-to-1 compression wouldn't be surprising on a file that repetitious.
