One of the challenges to replacing a syntactic web with a semantic one is that either you have to manually recode all of the existing web, or you need to find a way to extract as much semantic data from the current system as possible. That's one of the reasons that I pay attention to articles like this one that talk about automated extraction of document topics and construction of summaries. Its just one small piece of the puzzle, but every piece helps.
